Ministry of Land, Infrastructure, and Local Government Involvement in Apartment Management

Housing complex reproduction study meeting, WG prepares 
On March 29, the study group on how to revitalize the housing community of the Ministry of Land, Infrastructure, Transport and Tourism held its sixth meeting, and conducted a compilation of the condominiums and detached working groups established at the study group. In the future, as for the condominium which is concerned not only to the old earthquake proof but also the new earthquake resistant material, it is assumed that the local government should be able to participate in the management.

There are 729,000 units of apartments over 40 years old all over the country, and it is expected that the number will increase rapidly to 18.49 million in 10 years and 35.90 million units in 20 years by about five times the present. It is estimated that 2.5 million units will be over 40 years old by the end of 37 years even in new earthquake resistance standard apartments. On the other hand, the number of rebuilding projects is limited to 236 (about 18,800 units, as of April 18), and even if it can be implemented, cases of shrinking the site (sales partially) from the viewpoint of business feasibility are noticeable. There is also a possibility that there will be more condominiums that can not be rebuilt without securing business viability.
From this background, the condominium WG calls for the municipality to consider the system that can grasp the management situation of the condominium. In addition, it should be considered that the structure to recognize the new earthquake resistance condominium system which had been recognized only for the earthquake resistance shortage was also approved for the new earthquake resistant mansion. In order to reconstruct a part of a building in a housing complex, and to rebuild a building, such as a rebuilding and a sale, a method of dividing the premises of a housing complex and rebuilding it in each building was also included.
 
The building WG asked for the introduction of various functions such as the construction of a checklist which can diagnose the present state and the problem, and the convenience store and the work place for the regeneration of the housing complex centering on the detached house. The purpose of this study is to examine the contents of the study, including the Ministry of justice, the local government, and the Ministry of justice, in order to clarify the contents of the plan.
